The Northside Outreach Center (the NOC) was formed in 2004 by Butch Johnson, who lived in Highland Park until he joined the Army in 1969. In 2003, Butch joined the Richmond Police Department’s neighborhood intervention, Faith Leaders Initiative (FLI). FLI was designed to galvanize local churches to reduce crime and increase the quality of life for citizens of Richmond. When FLI in the Northside ended in 2004, Butch’s resolve to improve the lives of children and families in Highland Park. This spurred the creation of the Northside Outreach Center. He and three other volunteers founded the NOC to provide holistic services that benefit the total person.
